President's Letter

The end of summer is upon us and the NEACRAO conference planning is in full swing. Not only is NEACRAO going through some transformations as we reach our 60 th birthday, we learned that our conference hotel, the Connecticut Grand Hotel, is soon to be known as the “Holiday Inn and Conference Center” and it’s beautiful facilities will soon become even more splendid. As you will see from our attractive flyer, NEACRAO is trying a new look, putting more information online and even experimenting with credit card payments for the first time. At the conference we will be providing opportunities to hear from the membership about more ways in which the leadership can better serve our community of professionals and reach out to invite more participation in ways that fit with people’s work lives. NEACRAO serves as a regional neighborhood of colleagues who support one another in the important work that we all do. The fall conference is an important neighborhood gathering when, in additional to our presentations, we can chat informally about those issues that require an expert’s opinion, laugh about those situations where only a colleague can understand the perspective, and celebrate together with our peers as our association reaches a milestone. We had a *very* successful and well-attended summer workshop on Safety and Security in Higher Education . Several of my staff, as well as attendees from other institutions who attended said that it was the best workshop they had ever experienced . I hope that when we all return from the annual meeting conference in November we go back to our offices with as much enthusiasm and from reviewing the current program, I suspect we will. I look forward to greeting you all at NEACRAO’s 60 th annual meeting in Waterbury, Connecticut, November 7-9. E njoy the last of summer and the start of a new school year.

Proposed Constitution and By-law Changes

Annual Meeting 2007

Proposed constitution additions and changes to be voted upon at the Business Meeting of the Annual Meeting, November 8, 2007.

Proposed Changes

Article III, Section 1—Membership is institutional…

Change to: Article III, Section 1—Membership is generally institutional…

Article III, Section 4 – renumber to Article III, Section 5

Article III, Section 5 – renumber to Article III, Section 6

Proposed Additions

Article III, Section 4—Individuals who otherwise would meet NEACRAO membership criteria but are not currently affiliated with a member institution may apply for individual membership. This generally includes those who either have worked in the profession previously or who currently perform work related to the profession and otherwise do not qualify for membership. Each application for individual membership is reviewed by the Membership Committee and presented to the Board for approval. Dues for individual membership are the same as for institutional membership. Individual members are not entitled to voting rights.

Article III, Section 7—NEACRAO members who, through changes in employment, location, or similar circumstance, no longer meet the institutional membership requirements may remain members with full benefits for a period of six months from the date of the change.

Proposed by-law changes to be voted upon at the Business Meeting of the Annual Meeting, November 8, 2007.

Article IV, Section 5 —The Immediate Past-President shall serve as chair of the Nominating Committee and of the Committee on Honorary Memberships.

Change to: Article IV, Section 5 —The Immediate Past-President shall serve as chair of the Nominating Committee, the Committee on Honorary Memberships and the Scholarship Committee.

Colleges Can Expect Subpoenas in Study-Abroad Investigation

A continuing investigation into the study-abroad industry will expand to include colleges that have agreements with private providers of overseas programs, according to a top official in the office of the New York State attorney general, Andrew M. Cuomo.

On August 15, five overseas-study providers received subpoenas from Mr. Cuomo's office requesting information, including details about any perks they offer to colleges, such as free trips for university officials and discounted rates for exclusive access to students (The Chronicle, August 16).

Colleges and more study-abroad companies can expect to receive subpoenas as well, according to Benjamin Lawsky, deputy counsel to Mr. Cuomo. Mr. Lawsky declined to name any of those colleges or companies, but said his office would most likely be issuing more subpoenas in a few weeks.

Mr. Lawsky said the next step of the investigation is "to go to universities and figure out how we can match up what they say they're doing with the impact they have on campus."

The investigation follows a similar one into the student-loan industry that uncovered numerous arrangements between loan providers and colleges that benefited both partners while limiting students' choices. (click here to read full article).
